- This dissertation examines the drivers and effects of regional forest governance arrangements (RFGA). Specifically, it aims to (i) provide a comprehensive mapping and characterisation of RFGA, (ii) quantitatively analyse the influence of forest lobbies on state participation in RFGA, focusing on a subset of these arrangements: Multilateral Regional Governance Arrangements at the Climate-Forest Interface (MRGA-CFI), and (iii) evaluate the effects of RFGA through an in-depth examination of a specific set of them addressing illegal logging and timber trade: the Voluntary Partnership Agreements (VPAs) of the European Union's Forest Law Enforcement, Governance and Trade Action Plan. To this end, the author first developed an original dataset of RFGA and then compared them on the basis of their institutional features. Second, the influence of forest lobbies on state participation in MRGA-CFI was quantitatively assessed using regression models as well as principal component and cluster analysis, and the impact of VPAs was evaluated through a systematic literature review. The results lead to both theoretical and practical conclusions. On the theoretical side, this dissertation concludes that regional forest governance is highly fragmented, forest lobbies can drive institutional fragmentation of regional forest governance, the influence of forest lobbies on state participation is not uniform but depends on specific national and regional contexts, and that, although most of the effects of VPAs are mixed, there is a large knowledge gap on their effectiveness addressing illegal logging and timber trade. On the practical side, this dissertation provides both a comprehensive dataset and a institutional characterisation of RFGA that could facilitate the interinstitutional cooperation and learning, as well as knowledge on the influence of forest lobbies on state participation that could inform policy practitioners on the formation of negotiation coalitions as well as the design of forest governance arrangements: Lastly, the thesis highlights the need of robust and scientifically sound monitoring frameworks to assess the progress of governance arrangements in respect of their formal intended outcomes and impacts.
