- Die deutsche Infrastruktur leidet seit langem unter einer anhaltenden Unterfinanzierung. Der Investitionsstau wird auf rund 600 Milliarden Euro geschätzt. Eine Reihe von Forschern bringt die Fiskalregeln mit dieser Unterfinanzierung in Verbindung, während andere diesen kausalen Zusammenhang bestreiten. Diese Arbeit zielt daher darauf ab, zu ermitteln, ob Fiskalregeln für den Rückgang des öffentlichen Investitionsniveaus verantwortlich sind. Es wird ein systematisches Literaturreview durchgeführt, um die verfügbare Evidenz kritisch zu bewerten. Die Suchstrategie umfasst die Nutzung von drei Datenbanken sowie Citation Tracking. Zur Qualitätsbewertung werden das Risk of Bias und die Maryland Scientific Scale herangezogen. Fiskalregeln zeigen einen leicht negativen Effekt auf das nationale Niveau öffentlicher Investitionen und könnten für ein Fünftel des deutschen Investitionsrückstands verantwortlich sein. Negative Effekte können durch spezifische Gestaltungsmerkmale und Investitionseffizienz gemildert werden, obwohl die Evidenz hier uneinheitlich ist. Auf subnationaler Ebene deuten die Ergebnisse ebenfalls auf leicht negative Effekte hin.
- Abstract (EN)
- German infrastructure has been subject to sustained underinvestment. The investment backlog is estimated at around €600 billion. Fiscal rules are linked to underinvestment by a number of researchers, while others dispute this causal connection. This Thesis thus aims to determine whether fiscal rules are responsible for reducing public investment levels. A systematic literature review is employed, to critically assess all available evidence. Search strategy includes use of three databases and citation tracking. Risk of bias and Maryland Scientific Scale are used for quality appraisal. Fiscal rules show a slight negative effect on national public investment levels and may account for one-fifth of the German investment backlog. Negative effects may be mitigated by specific design features and investment efficiency, although evidence is inconsistent. On the subnational level, results similarly suggest slight negative effects.
